Why does INEC loves moving ballot boxes at ungodly hours? Another 3,600 discovered in Ogun

 
About 3, 600 ballot boxes have been intercepted in Ogun State. Two weeks ago, ballot boxes were also intercepted in Ibadan, Oyo State. We are suddenly having harvest of ballot boxes waltzing at ungodly hours of the night and day.

Men of the Operation-Mesa attached to 35 Artillery Brigade, Alamala, Abeokuta, Ogun State, on yesterday intercepted a truck loaded with 3,600 ballot boxes at Odogbolu, along Sagamu-Ijebu Ode Expressway.
The soldiers were said to be on a stop-and-search operation when they intercepted the truck, its driver and the content of the vehicle were said to have been handed over to the Ogun State police command.
The driver was said to be in police detention in the Ijebu Odea area command headquarters as of the time of this report.
 Reminisced of the Oyo State incident, INEC, has called to say the ballots belong to them. 

The Oyo State incident occured around 2am. 

Why does INEC suddenly seems to  have penchant for moving ballot boxes at ungodly hours?
